At 14:30 on September 29,the opening ceremony and pre-university education meeting of 2016 foreign students opened on the forth floor of the international conference center.32 new foreign students of 9 countries from the Russia, Korea, Vietnam, Pakistan, Mongolia and Libya and other 9 countries, the officer of exit-entry administration bureau of  Fu Xin city Jiang Bin, the vice director of local police station of Zhong Hualu Dong Limin, the director and personnel of office of international exchange and cooperation Xu Ping and other more 120 people attended the activity.

Firstly, the director made a speech with a great passion and expressed the best wishes at the beginning of the semester to the new foreign students, encouraged new and old foreign students to strive for progress with determination, to be beyond their own constantly, challenged the difficulties courageously, felt the culture connotation of the Liao Ning Technical University during studying, and became a messenger of spreading the friendship between China and foreign countries.

The officer of exit-entry administration bureau of  Fu Xin city Jiang Bin focused on the laws and regulations of the visa, the temporary residence, the process of residence permit, entry and exit administration of foreign students of the《People’s republic of China entry and exit administration law》which involved the interests of the foreign students and answered the employment and work and other issues during learning in China for students on the general concern. The vice director of local police station of Zhong Hualu Dong Limin focused on explaining the announcements, how to protect their own safety and the traffic safety and other legal knowledge for the foreign students during learning in the university according to the 《People’s Republic of  China Public Security Administration Punishment Ordinance》.

The activity was carried out in accordance with the unified plan and requirements of the Ministry of Education of the People's Republic of China, the China Scholarship Council (CSC) and the Liaoning Provincial Department of Education. On September 2016, it carried out the activities of the legal publicity and education for the new foreign students.
